Deliverable 3.1 of the DICES project, this working paper reviews the policy and regulatory frameworks that condition the social economy’s role in European care services. It combines two macro perspectives — welfare state regimes and social economy regulation at EU and national level — with deep-dive analyses of long-term care and services for refugees and asylum seekers across nine countries: Austria, Belgium, Bulgaria, Czech Republic, Germany, Greece, Ireland, Lithuania, and Norway.
